A Surprising Rebound in Housing Starts

After an unusually weak May, privately owned housing starts jumped a robust 19.0% to an annual rate of 1.427 million. This surge was almost entirely fueled by the multifamily sector, with starts for buildings containing five units or more soaring. Single-family starts, however, remained essentially flat, slipping just 0.2%.
This dramatic rebound suggests that May's dip was more about the volatile nature of multifamily data rather than a broad downturn. Total permits declined 3.0%, indicating that builders, despite the June bounce, remain somewhat reserved about breaking ground on new ventures.
Buyers on the Sidelines: Pending Home Sales Decline
Unfortunately, the positive news on starts didn't translate into stronger buyer activity for existing homes. Pending home sales declined in June, falling 5.4% from May and dipping slightly year-over-year. This report from the National Association of Realtors (NAR) highlights the ongoing struggle with affordability.
NAR Chief Economist Lawrence Yun summed it up best: “The highest mortgage rates in nearly a year and the record-high national median home price together are contributing to a tepid housing market that is especially difficult for first-time homebuyers.” Contract activity weakened across all major regions, with the Midwest seeing the largest drop. Despite continued job growth offering some support, the twin forces of high rates and high prices are simply too much for many prospective purchasers.
Builders Remain Cautious: Confidence Stalls at Lows

The NAHB/Wells Fargo Housing Market Index (HMI) slipped two points to 34, marking the 15th consecutive month the index has remained below 40. This is the longest such streak since 2012, signaling persistent challenges for the new home construction sector.
Builders are grappling with a perfect storm of obstacles: elevated mortgage rates dampening buyer demand, rising material costs, expensive land, and ongoing labor shortages. NAHB Chairman Bill Owens noted that many potential buyers are waiting for lower rates, more certainty on inflation, and a clearer economic outlook before making a move. While the recently enacted 21st Century ROAD to Housing Act offers a positive step toward addressing some long-term issues, its impact on current market conditions will take time to materialize.
